Blackboard Service was deactivated on June 30, 2016.
They are recommending that teachers migrate existing course content to CourseSites, the free online version of Blackboard.
CourseSites actually has more features than what is currently offered, including the full set of mobile learning features.
CourseSites allows teachers to create up to 5 courses for free.
